Kuci has raised this concern in an interview for Kosova Prees, where he has removed doubts that the Association of Serb municipalities is the third power in Kosovo. This is because Kosovo's Constitution recognises only two powers and any other change must be made a context.
For the eventual changes, he says he would have wanted the Constitutional Court's act to be respected, as well as to have an expertise highlighted in drafting the statute, with local and international experts.
We have to convince the international partners, which is this good, acceptable draft, but never allows for third power. We have to be careful. I say the sooner the association report happened, the less consequences there would be. If it remains in the final agreement, what they are saying legally binding will have more serious consequences and, above all, territorial definition, whatever it is, will negatively affect the solutions that will take place after 2030 years. So today's steps in relation to association should be seen not only as immediate rights, not only as solving a problem to move to another issue, but we need to be careful not to think that we are solving a problem, and we are creating a problem that will later cost the country and the territorial integrity of our country, but also Serbian-Albanian reports, but also Kosovo reports Serbia<1>, he said.
On the other hand, he says political processes in the country have their own dynamics, but also limits. According to him, a more pronounced international partnership is needed along with the Government of Kosovo. “Anyway I think things are moving and must move faster.
There are some things only the Government of Kosovo has to move, the ones that are for self-rule in the country. There are some things that must have national consensus.
I have national consensus in mind the political consensus as much as possible, but minimum 2/3 as possible. And there are some things each individual must do and each subject separately. I believe that a harmony of these actions should have and I will call it this: there needs to be added cohesion and a more pronounced international partnership”, Kuci said.
