Haradinaj calls on institutional carriers to engage more

All of us have to be responsible for the tasks we have and the position we are in to return our trust to the institutions of the country and improve our work”, this was Prime Minister Ramush Haradinaj's message at today's meeting, the eighth consecutive, the highest level of law rule, where last months' achievements were introduced by relevant institutions were introduced, and in particular the work of the Public Procurement Commission, the Central Procurement Agency and the Procurive Organization.
Haradinaj called on the leaders of these mechanisms that regulate the functioning of public procurement to engage more in the achievement of results and increased citizens' confidence, stressing that public procurement is an important part of reforms required by the Government of Kosovo on the road towards EU integration.
He said Kosovo has noted progress in procurement, stressing that the National Public Procurement Strategy for the period 2017-2021 is one of the most important strategies for the country.
Safet Hoxha, chairman of the Public Procurement Regulatory Commission, presented in detail the work of the Public Procurement Regulatory Commission, stressing that 97% of all procurement procedures and activities are carried out via electronic procurement platform.
“The electronic procurement platform is one of the most used systems at the government and business level”, Hoxha said.
KCPP Board Chairman also spoke of challenges following KCPP during 2017 in the implementation and functioning of electronic procurement, due to insufficient KCPP capacity and non-adaptation of current electronic procurement legislation.
While, in the presentation of the Central Procurement Agency, it was said that there are 16 institutions for which this agency carries out procurement procedures, while the challenge remains lack of resources and delays in the co-operation of the contracting authorities.
On the other hand, Blerim Dina from O The EPS said that 541 complaints were accepted in 2017 at this institution and 459 appeals were considered, until the challenge of this body remains the lack of support personnel and the execution of decisions.
At this meeting, which was chaired by Haradinaj, achieved in the Ministry of Justice, Kosovo Customs, Kosovo Police, the Office of the General Auditor, the Kosovo Judicial Council, the Supreme Court and the Anti-Corruption Agency.
From these presentations was seen the progress achieved at these institutions in the past few months, separately in recruiting young judges and support staff and in passing the bills on the part of the country's Government, badly needed in the European agenda.
Part of the meeting were US Ambassador to Kosovo Greg Delawi, EU Mission Chief Natalia Apostolova, EULEX Chief Alexander Papadopoulos, Head of the U Mission USAID Lisa Magno, and other institutional representatives.
At the end of this meeting, Haradinaj reiterated once again the importance of concrete engagement on the part of all institutions, saying that institutional carriers also bear responsibilities and for each challenge should be held accountable for the work we do.
