Government Guarantees Constitution Will Not Be Changed for Association

Kosovo, after the demarcation with Montenegro, expects the next challenge, the one with the Association of Serb majority municipalities. While the Serbian side is constantly insisting that the same be formed under the Brussels agreement, where there will be executive competencies, the Government stresses that the community of these municipalities will happen only according to [...]
Official Brussels has set a deadline for the Kosovo side until August 4th to draft the Serbian municipal Association statute.
Meanwhile, LDK deputy Vjosa Osmani, on the other hand, has raised the stance that EU is currently under her mind.
Osmani has issued controversial European Union statements on the issue of the Serb majority municipalities' Association.
She has said she was the EU's own top representative, Federica Moghrini, who in the Kosovo Parliament had demanded that the Association be established in line with the Constitutional Court's decision. Yesterday, he demanded that this be done on the basis of the 2013 and 2015 agreement.
The European Union has not provided details on the issue, but by the Government of Kosovo stress that this association will be founded only since the Constitution has decided.
Kosovo's “delegation for technical talks with Serbia, led by Mr. Avni Arifi on June 18th 2018 has been in Brussels to present to EU member states. In this meeting, specifically before these countries, the EU has made it clear that, the Association will form a conflict of Kosovo Constitution and without executive competence”, have announced by the Kosovo Executive Executive.
Among other things, Vjosa Osmani has said this EU demand could also be interpreted as a requirement for changing the Kosovo Constitution.
Therefore, yesterday's requirement for this statute to be made under the August 2015 agreement could be interpreted as a requirement to change Kosovo Constitution”, the Osmany MP has concluded.
Forming the Association of Serbian municipalities from official Belgrade and representatives of Kosovo Serbs is seen as the key issue in talks between Pristina and Belgrade in Brussels.
Meanwhile, Kosovo institutions are insisting on implementing all achieved agreements, which, according to Pristina, have been blocked by Belgrade.
