The constitution except that it was violated over a decade, now without a quorum

For a decade from entering power, the country's constitution has been violated by senior state officials.
The highest legal act has been violated by two former Kosovo presidents, Fatmir Sejdiu and Behgjet Pacolli.
The Constitutional Court had found that Fatmir Sejdiu had seriously violated the constitution with the simultaneous holding of the post of president of the Republic and LDK chairman.
The Constitution has also overturned Behgjet Pacolli's election as president, having found that voting for him in the president's post was unconstitutional.
But not only politics had violated the highest judicial act in the country.
This was done by the righteous system itself.
Kosovo's Judiciary Council has only twice last year conflicted with the country's Constitution in the process of selecting the chairman of the Supreme Court and Appeals of Kosovo.
Kosovo's Constitutional Court had found that violations of the Constitution had also made the Kosovo Prosecutorial Council during the chief prosecutor's selection of what it had twice ordered to repeat the election procedure for the chief state prosecutor.
Currently, the Constitution has no quorum since the two international judges, Almiro Rodriguez and Snezana Botusharova, have completed the mandate, and therefore this court will not be able to issue any ruling.
Ten days after them, the end of their mandate in the Constitution is also Deputy Chairman Ivan Cukalovic and Altay Suroy.
The Assembly has twice failed to elect Albanian judges for this court because of political influence, while from the Serb community it has chosen Radomir Labani.
It has not yet been decreed by President Hashim Thaci, following reports of involvement in criminal activities.
However, the Constitution's recent decision has made Kosovo's prime minister the most paid in the Balkans.
On June 11th, the Constitutional Court ruled in favour of Prime Minister Haradinaj for salaries.
The Constitution has called Vetevendosje deputies' request unequivocal, since it found that the issues raised in their motion do not fall into its jurisdiction.
However, the Constitution warns the Government that its decisions must be in line with the 2018 budget.
But this decision was seen as a conflict of interest, as by automatism the wages of judges, including those of the Constitutional Court, have increased.
Two months after Kosovo had declared citizenship, with April 9th MPs ratifying the Constitution, which entered into force on June 15th 2008.
Its main base was taken from former Finnish President Martti Ahtisaari's plan, thus granting specific rights to minority groups and a safer environment for all Kosovo citizens.
That fact has left Kosovo without an army, as to change the mandate of the Kosovo Security Force, the constitution stipulates that 2/3 of the Serbian minority votes are needed.
April 9th is officially a state holiday in Kosovo.
