Brussels has no answer for US plan about Kosovo

The EU High Representative personally reports EU member states on dialogue between Belgrade and Pristina on the Union's Council of Ministers meetings. Its team also provides information on the process of dialogue for EU representatives and within working groups of the EU Council. So the spokeswoman [...] said of the EUTA.
Thus has spokeswoman Federica Moghrini, Maja Kocijancic, told the EUTA on the case of media reporting that EU member states want to be directly involved in the Belgrade-Pristina dialogue, because they are unhappy with the lack of information, in particular in developing a legally binding agreement for normalising relations between Belgrade and Pristina.
Kocijancic said the European Foreign Action Service (EEAS), led by Moghrin, does not comment on media writings. She underlined that “the service of good will in the Belgrade-Pristina dialogue is offered by the high representative of Moghrin”.
The EAS sources refused to respond if they have confirmed that the US has submitted a proposal to four key principles for a legally binding Belgrade-Pristina agreement.
Some media reported that some EU members are disappointed because they are “fully excluded from the dialogue that is entering a crucial phase” and that at the meeting of EU leaders at the end of June, obligations will be required to be made in the conclusions that even EU members are directly involved in dialogue, which is said to be looking for Spain and members of the Visegrad Group.
EU sources told the EUTA that at the EU summit in June, discussion will be held on the further Union strategy when it comes to the Western Balkan countries' prospects in the EU, but also because of the resistance of political forces and the public in some Union countries, there are now different attitudes about whether in this complex and long process it would imply “membership”.
