Veton Surroi asks: Who take advantage of bad governance?

Publicist and writer Veton Surroi, in an opinion published on the Time portal, entitled “Cui bond?” [q. Anyone taking advantage has outlined another way of looking at some of the shortcomings facing the country, writes Periscope.
