For the attack on military poison ovichok, produced only in the Soviet Union, Great Britain had charged Russia directly. That is exactly what Putin reacted to after the news that Scribal and his daughter were released from the hospital.
I'm glad he was released from the hospital, God gave him health... if a military poison was used, he'd die in the country. Thank God he recovered”, Putin said, during a conference with German Chancellor Angela Merkel held today in the Russian town of Sochi.

On the other hand, Putin accused Britain of not being willing to cooperate after Scripal's poisoning.
Sergei Scripal and his daughter, Yulia, had been poisoned in a British city while previously released from the hospital and are now being guarded 24 hours from MI5, British secret service.
British Prime Minister Theresa May had said Russia carried out the attack and imposed several sanctions, including the expulsion of Russian diplomats from London.

In the international community, Putin is said to have personally ordered Scripal poisoning to demonstrate power abroad before presidential elections in Russia.
