EC Ma otherwise has published the Index of Community Transparency Reform, under which the results have been reflected for 13 relief groups showing the level of transparency during 2017 in the municipalities of Pristina, Prizren, Ferizaj, Peja, Gjilan, Gjakova, Mitrovica, as well as Rahovec, Vushtre, Malisheva, Suhareka, Firina, Dragash, Shrpca and Mamutza.
In the Community Transparency Reform Index for the January-December 2017 monitoring period, it estimates that the Pristina and Gjakova municipality make up the first group of transparent municipalities, with 64 per cent of the assessment respectively, then ranks Gjilani with 56 per cent of Peja with 54 per cent, passed by Mitrovica with 48 per cent, Prizren with 42 per cent and Ferizaj with 41 per cent.
The municipalities, which are not the regional centre, lead Rahoveci and Vushtrria by 53 per cent respectively, then Malisha with 46 per cent, Suhareka 43 per cent, Kline 39 per cent, Shtrpca 37 per cent, Dragashi 32 per cent and Mamusa with 26 per cent.
Compared to the results of 2016, it turns out that 10 municipalities during 2017 have marked increases in transparency, though small. In 2 municipalities (Strpce and Mamusa) no progress has been recorded, so the percentage has remained the same, until 3 municipalities (Gjakovs, Ferizaj and Kline) have declined the transparency rate, caused mainly by the failure of the official website (cause of technical problems that according to municipal officials are the responsibility of MAPL rather than municipalities).
The issue of the post-recognitional failure of the Communists' official websites, especially in the late part of the year, has presented a challenge to local government transparency. At the same time, 2017 has been challenging to transparency even the cause of municipal elections, which has negatively affected this aspect especially in the second half of the year.
