The formation of the Kosovo Armed Forces should take place in co-operation with international allies, passing through the Kosovo Assembly, security affairs connoisseur Avni Islami has indicated.
He said the army could also be founded through separate law if there were no legal effects, but this is more mentioned than to pressure the international community because, he said, there is no sovereign and military-free state.
The best way to form the Kosovo Army from the Armed Forces Security Force is through constitutional changes, passing by vote through the Kosovo Assembly, says security issue connoisseur Avni Islami.
However, according to him, for now this issue seems to be impossible because of the Serbian List, which has been openly declared that it will not vote on that.
The “would be on the way for the formation of the Kosovo Armed Forces to take place in co-operation and co-ordination with the international factor. And on the other hand, if there are no legal effects, the Government of Kosovo would have to lead it to the Kosovo Assembly, to approve the formation of Kosovo's army even through law”, he said.
Islam even says the formation of the Kosovo Army would affect regional security.
“This is some kind of pressure on the international community that as soon as the Kosovo Army is formed, because I have not heard of a state that is sovereign and territorial integrity and not have its own army!”, he said.
Meanwhile, Kosovo Security Force Minister Rrustem Berisha said legal changes for the establishment of the army have been made and that they are already expected to pass to the Assembly.
Before we hand them over to Government, we have received the statement from the Ministry of Finance on the budgetary impact and the Ministry of Integrity for the compliance of laws with those of the EU, and are already waiting for the Government's work on when it will proceed further”, he said.
That the Kosovo Army will be established in a very fast period, Kosovo Prime Minister Ramush Haradinaj has also indicated, days ago at a media conference, where he had said that Kosovo Armed Forces would be formed in one form or another. That plan for transfer of KSF to the military had also been presented to accredited ambassadors, as well as to other international representatives serving in Kosovo.
The KSF was established in 2009, while the mission of this force is to carry out crisis response operations in Kosovo and abroad, civil protection operations within Kosovo, as well as to assist civil authorities in response to natural disasters and other emergencies.
