Why is this happening?

According to an answer to Economy today, the KSF ministry says the reasons for the resignation have been personal and family. They say the average and resigned age has been 38 years old.
The number of members who have resigned from KSF since the 2009 formation and so far is 302. The actions of all members who have left on their own (unprecedented participation is obvious by the resignations, as well as the former KPC members, as well as Democraticisation)”, are said to be in response to the MSF provided for Economy Today.
Members of the KSF who have not wanted to reveal their identity have told Economy today that their colleagues have resigned from work at KSF, in most cases because of low pay or migrate abroad.
In the MSF, however, it says that constantly processes of recruiting members are under way. This year alone has been the process of active recruits in the KSF, for the non-major community, which had resulted in the selection of 32 candidates.
During this month, the process of recruiting members who will be sent to studies in the countries with which the KSF has bilateral agreements will take place.
It has long been warned to transform the KSF into the military. Constitutional changes were like the initial proposal, and were proposed by law.
But that to shape the army if it is done with constitutional changes it also needs votes 2/3 of MPs representing minority communities in the Kosovo Assembly.
In 2017 Kosovo had taken an initiative to create the military only by law and without constitutional changes, for which it also accepted fierce opposition from the international community. That's why it was suspended.
