Former Mayor Demolli, for “Gazeta Blic”, has explained the main difficulties they have had during the election reform work. “I have worked on electoral reforms and can say that as the former head of electoral reform, we have done the job fully with honour and dedication, this has to do in terms of elections and technical issues that we have completed. He said that, during that time, there was also a lack of will on the part of political parties to become electoral reforms. The first to have rejected such reform, Demolli said it was the Democratic Party of Kosovo.

Another key problem former Mayor Demoll faced during his mandate was that of the type of lists, as well as the number of areas. “In the second row was the type of lists, opened or closed, there have been the main difficulties. We as LDK, and I as representatives have been to divide Kosovo into the number of areas, and each municipality has their representatives in the Kosovo Assembly. Because we know there are very small municipalities in Kosovo, but they have many deputies, and large municipalities that for years have no MP. Therefore, we have been interested in every municipality having the race within for national elections, having their representatives in the Parliament, depending on who they vote for, he stressed.
As to the issue that open or closed lists, Demolli said that at the time the ruling coalition has not provided its best to complete this successfully. There have also been difficulties as to whether the lists will be opened or closed, because under the Constitution the parameters of Kosovo's Parliament's deputies coming up with open lists, so we as the Commission could not successfully choose this, because of how constitutional allegations come to be done when 2/3 of MPs vote, and at that time V LAN while in Government, has not given its maximum, so they have not been ready for electoral reform, but other parties have sometimes given proposals that have not been accepted, such as Kosovo's having 100 areas like other countries”, Demoli argued.
In the end, Demolli said these were the two main problems that have conveyed the work of the Commission and, as such, there is no strength behind it to influence an agreement between political parties to reach.
