Out of the 126 laws envisioned in this year's strategy, Kosovo's Assembly has so far adopted 27 of them. This number of passed laws, by MPs, is seen as a result of the country's slow work. Kosovo's sixth legislature is constantly facing lack of quorum and, as a result, continuing to hinder decision-making and adoption of laws.

Democratic Party of Kosovo MP Nezir Chocaj told Radio Free Europe where it comes to adopting laws, the problem lies with MPs who, according to him, are not expressing the right interest in work.

There are deputies on our commission that say I'm the opposition MP and I don't care about these laws passing. If we see the job as the opposition, and if these games are made, we can every time state issues or primary issues, especially laws that require other partners, we lock down” every time, Chocaj said.

However, Chocaj thinks that unlike the past legislature, this sixth one is more efficient.

I can say that the main problem is the work and neglect of commissions and commission members where we are the MPs themselves. Otherwise, the Assembly has had extremely many working days compared to the previous legislature. We've had a lot of sessions, 18x1...

On the other hand, opposition MP from the ranks of the Democratic League of Kosovo Driton Selmanaj said there is currently no context debate, no serious treatment of the bills, and no adoption of laws.

This ruling coalition has all its commitment to how it survives. Seeing that they are a minority, seeing they have internal problems among the political subjects' reports that have built the coalition, whether with the Serbian List or with other minority parties, they have all their commitment to survival. If their commitment is to survive, the entire other constitutional mandate -- whether of the Government or of the Assembly -- is in margins. And as a result this is happening, we in the Kosovo Assembly are holding meetings very rarely”, Selmanaj said.

Selamanaj also said another problem is that sessions are rarely being held. This, according to him, is affecting the collection of laws and matters for examination, creating sessions of 30 points on the agenda that are then not complete.

I think that if so many points of the agenda are collected because of a powerful opposition to both the requirements for debate or interference, then every day the Parliament would have to have regular work until we could capture the trend of adoption of laws and supervision and normally the role of representatives we have”, Selmanaj said.

Kosovo Assembly deputies say that from the pace of this job, the first deadlines for adopting laws will not be achieved until the holiday season.

Part of the MPs consider that a number of the wicked that are being adopted are going without proper treatment.

Nothing is going planned on a positive trend. It's all going in a vent and without organisation”, Selmanaj said.

Major criticism in the direction of Kosovo Assembly deputies, for failing to adopt laws, has the Kosovo Democratic Institute (KDI), which monitors the work of this institution.

Artan Murati, from KDI, said that as well as past legislatures and this legislature, it appears now that he will fail to meet the planned plan.

What we've been constantly posting has been a lack of awareness of the deputies' work they have to do. MPs are still not fulfilling their positions, just as they should, regardless of how much pressure is put on the outside, whether by civil society or their electorate. To a large extent, errors are also attributed to parliamentary groups”, Murati said.

There are 36 laws that are being considered in the Assembly, but in KDI they say that by July they will not be allowed to be adopted if they continue at this pace of work on commissions.
