He in an interview in T7 has said Ibrahim Rugova had a passive role in negotiations that culminated with Kosovo's release, held in Rambouillet.
In fact, Thaci in this interview says about Rugova that “has only waited for the meetings to be completed”.

In the Rambouillet negotiations, Hashim Thaci had been the political representative of the Kosovo Liberation Army, while Ibrahim Rugova, representative of the peace wing.
After the war, both had been the main opponents of Kosovo politics.
Ibrahim Rugova's LDK had defeated Hashim Thaci's PDK, in all post-war elections, until Rugova's death in January 2006.
