According to Kurti, Kosovo's budget is extremely similar year-on-year.

Kosovo's budget is extremely similar year-on-year: nearly half the wages of hire and goods and services, a quarter of capital spending (3/4 there on asphalt), as well as as as as subsidies and transfers.
Self-inflows of Kosovo municipalities (half of which taxes on property) are not even 50m euros a year. 30 times more tax revenues, which make up over 2/3 of budget revenues (with taxes near 90% of them are indirect taxes: TVS, customs and excises.
In 2017 there was no income from corporate profits through screws. Meanwhile, corporate income tax was 75m euros, or only 5% of tax revenues.
Economic development? European road? It's impossible with this structure and these numbers.
It is true that in Kosovo the government must change.
Because it needs to change budgets: income and spending, planning and realisation of these, always in light of a socio-economic developmental vision for the future, not under the shadow of a lazy management for survival in the present.
