A frequent lack of MPs in the plenary hearings, continued political polarisation and shedding tear gas within the House are cited as concerns.
The report, which was released on Tuesday, initially describes the failure of the Parliament's work for months, affecting the failure to meet obligations stemming from the European agenda.
