The Special Prosecutor has yet to issue the decision to launch investigations into the subtle privatisation of 4 hydropower plants, along with distribution and supply. So far, the Special Prosecutor in the pre-investigative phase has interviewed 20 witnesses, but there are still no suspects who will begin investigations. Among those interviewed are ministers.

The pre-investigation phase was launched in 2016, as official confirmation was first released in March 2017.

Kosovo's “Police are in the final phase of providing needed information, in the case of KEDS”, Special Prosecutor's spokesman for the Republic of Kosovo Ekrem Lutfiu has said.

He has said there is still no decision on the investigation, despite having been interviewed by 20 witnesses.

The Special Prosecutor of the Republic of Kosovo has not yet made a decision to start investigations against any person. So far, more than 20 witnesses have been heard and secured various paperwork”, Lutfiu told the JNK Journal.

The case of the investigation into the privatisation of hydropower plants has also been mentioned by state chief prosecutor Aleksander Lumezi at the eyta Emission in Kosovo. He had not given much detail, but had confirmed that the Special Prosecutor has started collecting information on this case after reporting to the media. For the first time, research into the insidious privatisation of hydropower plants was published in Gazeta “Koha Ditore”.

Four hydropower plants were privatised along with the distribution and power supply. Their involvement in the tender package was kept secret, while ministers who have made key privatisation decisions have declared that they have not been informed that the package is included in the sale of hydropower plants.

Four hydropower plants have been sold along with KEDS -- theDicence hydropower plant, the Source, the Radovac and Lumbardhi hydropower plant. They have been granted concession by KEK with the aim of restoring them and increasing production capacities. At the time they were rented, according to KEK, they had an installed capacity of 11 megawatts, but concessions have pledged that after investments making their capacity would increase to 14 megawatts. If the communiques issued by KEK are seen, at the time of the delivery of these concession plants, it turns out that 15m euros have been invested in them.

It was reported that the plants were part of the asset list, but only the components of the plants were written. The newspaper Life in Kosovo has analysed the asset list, only in the section of hydropower plants.

The long list of assets has also included components of hydro power plants. In the entire long list of assets only in one country writes “HCV”, which is acronym for “Hidrorals of Vogla”. Nowhere else on this list does the word hydropower work.

The first on the list is the Lumbardhi hydropower plant. The same is part of the Pec region. There it figures: the siphon, the 1.15 m3/s tube, the 1050m tube, 177.30m, with the equipment, the coserium house, and so on. These are some of the assets that make up a hydropower plant. The assets of this hydropower plant are from the central 1009 to 1035.

Behind him is the Source hydropower plant, which is also in the Pec region. The assets of this hydropower plant are from the bottom number: 1,066 to the number of 1045. The asset list of this plant is: Water cap, open channel, artificial lake with surveillance equipment, metal pipe, turbine network with equipment, hard materials building, and so on.

Then there is the radovac hydropower plant, which comes from the number 1046 to 1054. Even its ace list provides artificial lake, as well as buildings and other pipes.

The JNK newspaper has reported on investments that were made in these hydropower plants in the past.
