On January 21, 2009, Hysen Geci had passed the procedures and was selected to continue his mission in the Kosovo Security Force.
As KPC's lieutenant colonel, he says he was accepted with the same degree, but a few days later he would be informed that his rank was sitting on the major's, as had happened to most of the members who were selected to be part of the KSF.
Nine years served under KSF's uniform, but only in 2013 did he get his degree back.
For all these years at KSF, he was only promoted once.
Adjusting to the Development of the KSF members, Article 13, defines between many criteria and the criteria of promotions in minimal times of stay at a rate of 3 years.
Also, according to the regulation, the authority for the promotion and appointment of KSF members from the rank of soldiers to the Colonel's rank, are the Borders for appointments and Gradimes, which make the promotion of KSF members in view of free countries, as well as general criteria.
For these reasons, Geci has accused KSF Commander Nundman Rama of saying his office has blocked his promotion, even saying promotions occur only according to General Rama's personal and tribal interests.
The Kosovo Security Force ministry has responded to KTV, only via email, saying that the Bordetts for appointments and Gradime have examined the Geci file even after the promotion of the subcolonel degree.
“Bords for Appointments and Gradimes have examined the record of Subcolonel Geci, but its further promotion has not been possible, due to the above-mentioned criteria and insufficient free countries' capacities in the KSF organisational structure. Fixing No. 052016 for the Development of Career of KSF members also envisions the right to complaint. Former Subcolonnel Geci over this period of time has never filed any complaints regarding the promotion process”.
Blocking the promotional process has left the Land Forces Command for three years now without a commander.
On March 18th 2015, at the head of the Kosovo Security Force's command chain had come Lieutenant General Thurman Rama, who by that time had headed the Command of Earth Forces. Since that day, the main pillar of Force, which is the FTC, has remained under the leadership of its deputy commander, Brigadier General Guzim Hazrolli. While Hazroll is only a task leader, General Rama has long ago denied that this position was frozen by him, but according to him, the position has remained unmet due to the expectations of transforming the KSF into the FAK.
The KSF ministry has also indicated that in concrete cases the position of Land Force Commander, for which the rank of general general is presented, is in the final selection process.
Subcolonel Geci, frustrated with developments within the Force, has also rejected the career Medal and Order of Honor-Colonel, given at the moment of his retirement.
Kosovo's Security Force has a total of 15 degrees, ranging from the lowest military rank to the highest, the generals Lieutenants, which currently only KSF Commander Zundman Rama has.
