Numerous debts and unwillingness to pay them have caused the 59-year-old Kosovar to be pronounced the extent of the expulsion from Switzerland, even though he has been living here for over 30 years.

He had arrived in Switzerland in 1981 as a seasonal worker, and after his marriage in 1985, he had also gained permission to stay in the country, writes Tagblat.ch.

Kosovar has three grown children living in Switzerland.

After the woman's death, he was married in Kosovo in 2012, to a Bulgarian citizen, broadcasting albinfo.ch. Since his serious financial condition, the Cantonal Office for Migration, in 2013 he refused to separate his new mate from his permission to stay in Switzerland. The many debts were also the reason the authorities in 2015 refused to let go.

The office in question was referring to the Accounting Office's Record (Betreibungsregister), in which he was registered 30 times as indebted, with a total debt of 92,000 francs. In addition, several additional debt - write - off ordinances have been issued to him, transmits albinfo.ch. Because of these debts, he has been counseled three times, but he had not changed his ways.

After all cases at the canton level had convicted him, Kosovo had also filed complaints at the Federal Court. In his complaint he had argued that his entry into debt had not taken place “willingly” and that he had done everything that was in his power to settle them. Then, deportation, or return to Kosovo, from its age and from a recent heart attack, is not a proper measure, he thinks. That's all the more so since he's been living in Switzerland for more than 30 years, and his children have grown up here, records albinfo.ch. He himself is integrated here and no longer has ties to Kosovo.

The Federal Court in its response has acknowledged that the fact of having multiple debts as such is not enough for the abolishing of the residence permit and for the expulsion of someone from Switzerland. But the court reasons the cantonal instigation decision in the concrete case that the 59-year-old had been counseled three times, with what he had been asked to pay off his debts. But instead of improving his financial situation, he entered new debts. Thus, neither the Federal Court believes in improving the situation in this regard, broadcasts albinfo.ch. Before that, even St. Gallenite had found there was a public interest for Kosovars to be granted permission of residence in order to protect future creditors.

Meanwhile, according to the Federal Court's decision, his expulsion, despite his over 30-year stay in Switzerland, has all but agreed, since Kosovo has not severed ties with its location. Because he has relatives there, he may conclude after his return that he will create a social circle and live there.
