By “Sputnik”, the West is certainly determined to resolve the Kosovo issue by the end of this year. This portal says Berlin will seek Serbia not to object to the idea that Kosovo will receive observer state status at the UN.
“Sputnik” recalls that this is not the first time such a referendum is mentioned, but that this will be the first time Germany will officially present this proposal.
Some Belgrade media are already writing that the proposal must be submitted to Belgrade by German Foreign Minister Hajko Mass, on the eve of continuing Belgrade-Pristina negotiations in Brussels, when Serbian President Alexander Vuciq and Kosovo Hashim Thaci meet, reports “b92”, Periscopi broadcast.
The plan offered by the Germans is said to be based on the model Palestine has accepted in 2012 on the status of the observer country in the United Nations.
Pavle Jevremovic, former Serbian ambassador to the United Nations, told “Sputnik” that taking a decision on granting such status in a single country does not depend on the Security Council, but on two-thirds of the UN General Assembly members.
“Such a proposal for Kosovo could have been submitted as an initiative by any country, but it is clear that several votes have been expected. I am not sure Germany will be the one to present this initiative to the UN General Assembly because failure was a major diplomatic blow to that country. On the other hand, the procedure is such that the General Assembly must first issue Resolution on the basis of an initiative and then just vote,” he explains.
Jevremovic says Serbia should not recognise Kosovo, even if this scenario has been realised and that the state role of observers within the UN itself has no important function.
Such a state cannot take part in making any decision, nor in the vote. This is the status of Palestine and Vatican,” he remembers.
“Sputnik” also writes that Berlin does not intend to sign a legally binding agreement between Belgrade and Pristina by the end of the year and that Germany has co-ordinated this initiative with America, which is especially active in Kosovo these days. /Periscopi/
