Stoltenberg, former prime minister of Norway, said NATO member states have cut off military spending cuts, as agreed at the NATO summit in 2014, but that some of them have not yet achieved the goal of spending 2% gross domestic production.
“Government leaders have promised to do more in 2014 and must do more”, Stoltenberg said at a security conference in Oslo.
NATO faces some challenges, he said, putting emphasis on “Russia, terror and further proliferation of weapons of mass destruction”.
