Russia called for changes in the draft calling for a 30-day ceasefire so that medical aid and evacuation of civilians can be provided. Western diplomats accuse Russia, Syria's key ally, of trying to gain time. France said that failure to act quickly could determine the end of the United Nations itself.
All attention is focused amid anger over the situation of civilians in the rebel enclave of the East Ghouta.
Activists say 462 people have already lost their lives there, within this week. Syrian combat planes have followed the bombing during Friday, according to witnesses at the scene, writes Top Channel.
Douma and Hamouriyeh are among the hardest hit areas. Western powers suspect Moscow is seeking to give Syria time to give the final blow to forces protecting the rebel-controlled enclave in the outskirts of Damascus.
The United States, Great Britain and France called for the resolution to be adopted without delay. The United Nations special envoy, Stiffan de Mistura, said that peace should be achieved urgently, and therefore allowed unconventional access to aid at the eastern Ghouta.
Commenting on the situation during Friday afternoon, US President Donald Trump pointed to Syria and its key allies, Russia and Iran, for the humanitarian crisis.
