The State Border Agreement was signed -- for the Kosovo side, the then-called Foreign Minister Hashim Thaci -- and the Interior Minister, then Skender Hyseni.
For the Montenegrin side, former Foreign Minister Igor Lussic and Interior Minister Rasko Konjevic had signed it.
Witnesses of the signing were also former Kosovo Prime Minister Isa Mustafa, Montenegro's chairman, Philip Vujanovq, as well as former Austrian Foreign Minister Sebastian Kurz.
At the time, former Foreign Minister Hashim Thaci had said, after the signing, that the agreement is in “full compliance with the 1974 Constitution, President Ahtisaari's document and the Constitution of the Republic of Kosovo”.
But the signing of this agreement has raised many reactions in Kosovo -- reactions that lasted almost three years.
At present on February 24th, consensus has been reached among the leaders of political parties in Kosovo that this agreement be ratified at the extraordinary session to be held this Wednesday, when European Commission President Jean-Claude Juncker is expected to visit the country.
Ratification of the agreement on the part of Kosovo is thought to be one of the key conditions for the free movement of Kosovars to the Schengen Zone.
