For his chief's warning, Deputy Foreign Affairs Minister Anton Berisha says the question of continuing the ambassadorial mandate is more complex than a minister's statement.
He has stressed that this process is interdependent with more factors like: The foreign ministry, prime minister, president, as well as countries where Kosovo has diplomatic missions. According to him, this should be added to the law, which defines a 50%-by- 50% division between career diplomats and political diplomats.
Because I meet the first generation of ambassadors myself, I am aware not only theoretical but also practical how complicated and difficult it is to shape diplomats that present us and are a mirror to our state in their respective countries. I can say that initially, in 2009, there was a good process and criteria that were defined by the law itself through competition, but later the criteria were softened and dominated by political appointments not always worthy of such an important task for state”, Berisha said.
According to him, Kosovo needs a detailed, well-advised and agreed review to improve representation, but in no way for a <x0-revolutionary decision” of changing all ambassadors because, he says, this process cannot be politicised overall.
“As deputy minister and ambassador will give my contribution to depoliticisation, improvement where there is need, professionalism and dignified representation with career ambassadors and diplomats appointed to meet the proper criteria, as well as to respect international norms and respect the countries where we are represented. The model of personal appointments, on the 10th anniversary of the celebration of independence, should be something that transcends the past and we need a diplomatic network that functions despite political formations in power. We need representatives representing us dignifiedly in the respective countries, not representatives who through this task solve their social problems or their personal ambitions that are incompatible with the level of duty”, Berisha added.
He estimates that the MPJ, which is in the 9th year of establishing diplomatic network, the mandates of ambassadors and diplomats should not be uniform but individual.
Some of them have passed mandates, and of course they have to return, others are in periods of execution and so on. I repeat, there is no room here for any uniform revolutionary action but to consider case-by-case and then make the decision. Anyone who doesn't have time to do detailed analysis, then it's good to delegate that task or even release responsibility because our duty in the ministry of government is that, at all times, devoted to foreign policy processes. A total and competent focus is required”, Berisha has said further.
