During 2016, public institutions applied 59 recommendations from the ombudsman

The overwhelming part of not implementing recommendations so far comes from the judiciary system and public administration.
So said the ombudsman, Hilmi Jashari, during the discussion on the application of recommendations of the Ombudsman's Institute, on the part of local and central institutions, for 2016 prior to members of the Commission for Human Rights, Gender Equality, for Ungenerous Persons and Petitions.
Jashar said that during 2016, 173 recommendations for public institutions have been addressed, marking an increase of 203% compared to 2015.
According to him, of all these 59 or 34% recommendations have been implemented, 29 recommendations or 17 % of the recommendations have failed to be implemented, or 49 % of the recommendations remain pending for implementation.
Whatever the case, we have addressed a letter on January 16, 2018, with which we have highlighted the problems of not implementing recommendations, on the part of the institutions of the Republic of Kosovo during 2016. In which year we have addressed a total of 173 recommendations for public institutions, with an increase of 203 % compared to 2015. Of all these 59 recommendations or 34% have been implemented, 29 recommendations or 17 % of the recommendations have failed to apply 85 recommendations or 49 %s of recommendations remain pending for implementation”, Jashar said.
The ombudsman has indicated what institutions are not applying the recommendations.

Duda Bale, chairperson of the Parliamentary Commission for Human Rights, Gender Equality, Invisible Persons and Petitions, has complained, that the community she represents is discriminated against and does not have equal rights with the Serb community. She has even shown that there are information that Serbs have been employed without a pass.
We've been talking over and over again about the local level and the centimeter level, it's not just the validation of diplomas. I've got a lot of information that they've been admitted without competition and without a pass. We are 10 other deputies and other communities in Kosovo. Please, if the ombudsman, the government and the Agency for Gender Equality are possible, we are highly discriminated against. Many, many discriminated against are not only Serbs here in Kosovo, there are many other communities. Other communities meet the conditions, the knowledge of the Albanian language. You from the Judiciary Council now have a competition and have refused a candidate without a pass. We have information that many Serbs work inside even without a pass. Here's the very bad thing, and we're always discriminated against, every day”, Bale said.
While deputy from the Vetevendosje Movement Sami Kurteshi has said it needs to create an ad-hoc Commission under the Assembly that would deal with implementing the ombudsman's recommendations.
As for the discrimination of other communities, he said this issue has been raised constantly and that this happens then according to him, there are employees in the north who have killed people and are employed
Until this Kosovo Assembly creates a body like the investigative Commission that receives all recommendations to the ombudsman, and then if not, institutions that fail to implement the recommendations, if the recommendations are illegal, of course the responsibility of the ombudsman should be taken. Do not be surprised that you are being discriminated against in institutions. We have hundreds of policemen who killed Albanians in the north and were admitted to work without any verification of”, Kurteshi said.
He also said he has information that there are judges who have been hired without an oath. There was another verbal clash between Kurteshaj and PDK MP Luljeta Veselin-Gutaj. The latter said it has come to hear the ombudsman's recommendations and not politics.
