Only 15 retirement applications from victims of sexual violence

By contrast, in 2014, the Kosovo Assembly has adopted the necessary legal changes so that persons of this category can adjust their status and receive the pension they deserve.
Minire Begaj, chairman of the government Commission for recognition and verification of the status of violent persons during the recent war in Kosovo, says the country has been 15 apps, while 30 people have withdrawn applications.
The moment the applications are filled out, we are warned and we have to go get them. It's a kind of security they should have on the delivery of apps. But, so far, it has been found to have an interest in applications procedures”, Begaj says, broadcast rel.
According to nongovernmental organisations representing the victims, it is believed that during the last war in Kosovo, about 20 thousand cases of sexual abuse have occurred.
This crime has been a taboo subject in Kosovo society for years because of prejudices that sexual violence is a disgrace to family and society. In this way many of the victims have been silent.
Such prejudices are believed to be an additional reason for a number of these victims not to appear at all.
Feride Rushiti, executive director of the Centre for the rehabilitation of torture victims, which also helps in the process of applying victims of sexual violence, says more than 1,200 people are expected to apply during this year.
These people are registered and beneficial of rehabilitation programs in nongovernmental organizations.
Rushiti points out that 13 men, who have also experienced sexual abuse during the war, are also registered at the center leading her.
“Num changes overnight. We have up to 10 new cases of both gender victims. The number of men and boys who have survived this crime and are prepared to approach the Commission is 13”.
There are other cases that hesitate or have their reasons that have not yet managed to make the decision to take the app and tell their stories. But 13 people are already prepared to apply”, Rushiti points out.
Under the law, the victim of sexual violence in war is the person who has survived sexual abuse and rape within the period of 27.02.1998 to 20,06.1999.
Personal records in the law are said to be protected by responsible authorities.
These victims benefit personal benefits of 230 euros a month, Minire Begaj says, adding that after the application, the Commission for 30 days should assess whether the document qualifies positive or negative.
If individuals are recognized as the victim of sexual violence, victims may receive their own pension within this period.
Under the rule, administrative procedures, the Commission has the right to assess an app within 30 days from the moment it applied, which should issue a decision whether positive or negative. And within that time period, status is known. We as a commission will make a rule, it doesn't mean we will wait the last day, but it depends on how much demand we have”, Begaj explains.
The issue of victims of sexual violence during the war was reactualised in the time of President Atifete Jahjaga, who to help this category of society established the National Council, which he himself led.
In contrast, justice has sometimes been sought in reports of international organisations for victims of sexual violence during the recent war in Kosovo.
