Ymer has invited MPs to vote on this resolution, as well as those of the LDK and Vetevendosje, Periscopi reports.

” I invite the VVA in LDK to vote on this resolution. Their behavior is not opposition. I can't understand how they oppose their deploying space, because usually the opposition opposes it when there is no location space, Ymer said.

We remember that the VV's LDK is not participating in this session. However, 61 MPs are in the hall.

Dear citizens,

After four months of discussing and addressing the basic principles of conglomerating dialogue and decision-making procedures in it and for it, we have finally achieved that this Assembly to return the central role to this very sensitive and important process for the present and future of the Republic of Kosovo.

With the resolution we're presenting today, the Parliament will decide:

  • Establish State Delegation Co-chaired by Opposition, Government Coalition
  • Tí sets state dialogue platform frames
  • To establish benefits that the Republic of Kosovo aims at through dialogue
  • To establish and sanction decision-making procedures in the dialogue process by entrusting decision-making competencies to the delegation mandated by the Parliament, as well as relations the state delegation will have with the Constitutional Institutions of the Republic of Kosovo in terms of the dialogue process.
  • To submit the final agreement to the consultative referendum, in which Kosovo citizens would collectively be asked about the compliance of the agreement.

This phase of dialogue, due to this way of overhauling that is defined with this resolution and that will be sanctioned with the Law on Duties, responsibilities and competencies of the State Delegation, is entirely different with any negotiation process of any amount of dialogue.

In it the Republic of Kosovo is for the first time entering with proper preparation and clear principles and goals. Process DYALOGUT will be i WHICH SUFFECTION Whether his DIFFECTION will result in:

The Assembly of the Republic of Kosovo re-exemplifies that the Constitution of the Republic of Kosovo, state sovereignty, territorial integrity and unitary state character of the Republic of Kosovo are non-resistable and inevitable.

  • The Kosovo state's strategic interest.

The Republic of Kosovo aims to develop good neighbourly maintenance and to join the NATO Alliance and the European Union. The Assembly of the Republic of Kosovo will not support a process of talks, which will counter or relat to this strategic interest of the state of Kosovo and its citizens.

  • The Republic of Kosovo is the state overhaul of parliamentary democracy and secular society within multi-cultural tradition.

The Assembly of the Republic of Kosovo will not support a process of talks that ignores and contests these structural and identifying foundations of the state of Kosovo.

The state delegation will consist of 11 members, of whom 6 will be from the government coalition, 4 from the opposition and a representative of civil society. So within the state coalition equal decision-making has been created between power and opposition, and space has been created for the involvement of civil society in decision-making.

Decisions in the delegation will be unanimous and consensual.

In this process dialogue transparency and accountability are sanctioned by law. The Assembly will establish a special commission with exclusive responsibility to oversee the dialogue process at each stage, unlike past times when the Parliament was involved only at the beginning of the process and was eventually obliged to ratify the agreement without ever discussing the process and the content of the agreement in the right manner.

Dear deputies,

This resolution addresses all issues raised so far in the public discussion of the Convention on dialogue. The decision in this process has been made to the state delegation, which is also mandated and accountable to the Assembly.

With the resolution we pledge, and with the state-run platform, the privacy and security of state sovereignty, territorial integrity and unitary character of the Republic of Kosovo will be confirmed.

Through this process of dialogue, Serbia will eventually be obliged to recognise the Republic of Kosovo as an independent and sovereign state. Otherwise there will be no deal. The Republic of Kosovo will not implement anything unilaterally. The last phase will truly be the end of this kind of dialogue with Serbia.

Given these I cannot understand any opposition in the face of this argument and positioning of the Republic of Kosovo in dialogue.

And in fact, substantial, conceptual and principled objections to the text of reolute or text of the law have neither seen nor heard. That even formal opponents agree with the text that regulates and scans the dialogue process. But I have not seen any serious remarks about the timing of the dialogue. So they also agree with the context.

Take advantage of the case once again to ask both the Democratic League of Kosovo and the V Movement To become part of the government delegation and participate in action and decision-making in the process.

Their behaviors we've seen so far are not opposition. I cannot understand how an opposition subject opposes its decision-making space within the only decision-making body for dialogue that establishes the resolution and regulates the Law. Usually the opposition opposes when there is no decision-making space, and when there is no transparency of the process. These two eliminate resolutions. It also sets out clear criteria and principles that have been spoken and treated by the opposition several times as necessary for a constructive process of dialogue.

In this process we'll have two battles:

One face updating mode of dialogue embedded in current power

The other, and the most difficult, faced Serbia and its endless hegemonistic tendencies.

We have no battle with those who have potential and represent progressive political implications. The kind of opposition being heard today, and heard yesterday, which seems to be heard tomorrow, is groundless, unstable, not principled, and, above all, not useful to the Republic of Kosovo.

Fear of begging, fleeing responsibility, focusing on personal and party comfort in the face of overall interest harms the Republic of Kosovo. Actually potentially.

That's why it's time to put the interest of the Republic of Kosovo, the general interest, above and beyond, in anger, in ambition and personal interests.

Consequently, deputies from the Kosovo Republic Assembly are invited to vote today on this Resolution and State Delegation with this composition:
