In a response, Phillips has stressed that Kosovo must continue its Euro-Atlantic path.
Here's his full reaction:
I am writing to congratulate Kosovo for today's decision to transform the Kosovo Security Force into an army. This is a reward for all those who sacrificed for the nation and KLA members who fought to free Kosovo.
Kosovo is on its path to integration towards Euro-Atlantic structures. Then comes participation in NATO's Partnership for Peace and then full membership in the Alliance.
Congratulations to the people of Kosovo and its leaders for today's big step. The best wishes! ”
