LDK Parliamentary Group chief Avdullah Hoti has said only the government with civic legitimacy can lead Kosovo in dialogue with Serbia.

Kosovo Preress earlier published a letter EU representatives wrote to Prime Minister Ramush Haradinaj, where President Hashim Thaci reportedly leads with dialogue.
