On 4 September, the country's president, Hashim Thaci, had requested interpretation by the Constitutional Court of Article 18 of the Constitution of Kosovo, specifically the part which concerns the ratification of international agreements. Thaci had demanded that the Court clarify whether international agreements signed by the president are being ratified, so without the need for them to be sent to the Assembly for approval by two-thirds of MPs' votes (2/3).
But the Guardian of the Constitution has not yet given answers to this request, and has even demanded additional clarification by the forger of that request. This is confirmed for the newspaper “Voice” from the President's Information Office.
And the deadline for delivering these clarifications ends today. “On September 12th of this year, the Constitutional Court has announced to us that the application regarding the case of KO 131/18 and on December 11th from the Constitutional Court we have accepted a request for clarification regarding the case of KO 131/18, where our comments are able to submit by December 24th of this same year”, said in response to the President's Office for the newspaper “ <x2Zeri”, but not to show what clarification is required.
And the Constitutional Court in a written response to “Zin” has said it is still considering the president's request and that there is no timetable determining when the decision should be made. This request is still in the screening phase. The decision will be made within a reasonable deadline, though there is no decision-making deadline in this case”, the Constitutional Court's response said.
