The ceremony is being held at the Kosovo Security Force Ministry's facilities, but there has been no ambassador present or those of NATO, except for Albania's Kemal Minxhozi, Kosovo reports.
Kosovo sources have indicated that because of limited time they could not send invitations to other ambassadors.
