Earlier, Russia accused Ukraine of illegal access to Russian waters, blocking access to the Azov Sea by placing a tank under a bridge.
Ukraine's President Petro Poroshenko has called an emergency meeting of his war cabinet, a spokesman has announced.
Tensions between the two countries have recently risen on the shores of Russia's annexed Crime Peninsula in 2014.
