The new ruling states that Minister Ricalo makes a decision for “energizing the suspension decision prevented from paying off the 8.5.2018”.
The decision on suspension is abolished by the decision preventing the payment work of the date 08.05.2018 for Elhami Hajdari, Chief Executive Chief of the Agriculture Development Agency at the Ministry of Agriculture...”, the decision said.
This abolition of the decision is made under the ruling of the Independent Council for the Civil Service of Kosovo, according to the Constitutional Court's decision in Pristina on the 1709.2018 and the Constitutional Court Act in Pristina-General Division, Civil Division.
“Elham Hajdari returns to the post of Chief Executive Chief of Agriculture Development at the Ministry of Agriculture... from November 05, 2018 with all the rights and duties specified under the 06.81 decision of the 2303.2016 year, making compensation for the prohibited amount of wages at the height of 50% from the 08.05.2018 to 05.11.18 under the Law for Civil Ministership of the Republic of Kosovo<1>, it is said further in the decision made by the Ministry of Agriculture.
The Ministry of Agriculture, Agriculture Development Agency and the World Trade and Finance Division are said to be obliged to implement that decision.
On October 23, 2018, The KD had written about how Elhami Hajdari could not return to the position of chief head of the Agency for Agriculture Development (ABZH), despite a decision by the Independent Supervisor Council, as well as two rulings by the Foundation Court in Pristina.
Minister Nenad Ricalo was then determined not to implement these documents.
The Foundation's second decision is the answer to a Rikallo complaint. With it the minister's request has been rejected, for canceling a verdict on the same court, regarding the conclusion of the previous ruling by the Independent Council of Overseers.
And the Council's decision abolished Rikallo's decision to suspend Hajdari's work and demanded that he return to chief position.
It was reported that Hajdari was punished after refusing to send illegally over 80 thousand euros to an Prizren-based business with which he had business businessman Biljana Rikalo, wife of this Serbian minister.
