The first Ricalo decision was made on November 6th, which the suspended former chief has returned to work.
That decision has been based on the ruling of the Independent Council of Overseers and court decisions.
And today, November 7th, Rikalo has signed the next decision with which he once again suspends Hajdari from his chief's position.
Several reasons for dismissal have been listed in the second decision, which are different from the first decision to suspend May's months.
Elhami Hajdari said about Calco. com that he has yet to accept any decision on his return to work, but not for his suspension.
Neither the decision to go back to work nor the other decision to officially suspension do I. The last decision I made is that of May for suspension”, Elhami Hajdari said.
First Decision
Elhami Hajdari has returned to the position of chief executive of the Agency for Agriculture Development in the Ministry of Agriculture, Forestry and Rural Development.
Agriculture, Forestry and Rural Development ( MBPHR), Nenad Ricalo has made a decision to abolish his preliminary decision to suspend pre-emptives from the pay job of Elhami Hajdari, chief executive head of the UKPZR Agency for Agriculture Development.
The decision was made under the Independent Council's decision to oversee Kosovo's Civil Service on July 10th, the Constitutional Court of Pristina's decision to take place on September 17th, and according to the Constitutional Court's decision in Pristina, the General Department, the Civil Division, of October 18th.
The first decision is said to pay 50% of the pay for the months it has been suspended from May 5th to November 5th.
Hajdari was suspended from work in May this year by Minister Nenad Ricalo.
Minister Nenad Rikalo has suspended the head of the Agency for Agriculture Development, Elhami Hajdari, from working on a case that was closed by the Prosecution 8 months ago.
Minister Ricalo has made a decision to suspend the work of AZHB's chief, claiming the same was suspected of committing criminal acts. But the State Prosecutor says investigations were closed in September last year for the work the minister mentions.
In the decision to suspend the work of AZHB chief chief Elhami Hajdari, who has received Agriculture Minister Nenad Rikalo three days ago, it is said the suspension was due to, as written in the decision “allegations concerning the number case. PP 467/16 of the 2308.2016 on the subject of two criminal acts: abuse and misuse of official position or authority from Article 185 paragraph 1 of KPRK”.
Second Decision
A day after the decision was made to return Elhami Hajdari to the position of chief executive chief of the Agriculture Development Agency in the Ministry of Agriculture, Forestry and Rural Development, Minister Nenad Rikalo has signed another decision to suspend Hajdari from his position on November 7th.
Elhami Hajdari, according to the November 7th decision, was suspended from November 8th due to the Kosovo Police report, the negative audience report, the EU report, farmers' complaints, and the disruption of the employee's work relationship, which has been on break.
It also states that the second decision is being made based on investigations made by the Kosovo Police's Economic Crimes and Corruption Investigation Unit, the auditing report during 2014, 2015, 2016 at the Agency for the Senior Managing Leader, the chief executive chief.
The decision says that after identifying major irregularities and abuses in the Agency's work, it is considered unacceptable that such job concessions will be tolerated further.
Because we've accepted a considerable number of citizens' complaints that have been subjected to complaints about the work of the Agency for Agriculture Development, at which point Mr. Elhami Hajdari, who has not respected the procedures, legal deadlines and approach of services from the Agency, so such a non-professional attitude is counterproductive and negative for citizens, for whom he himself is directly responsible for failing to operate the” Agency, continues the second decision made on November 7th.
The ruling goes on with that the European Commission has submitted a negative report since 2016 that defines and confirms a series of serious irregularities and violations of the laws and sublegal acts in force in the work of the Agency.
“Consisting that standards and criteria set out for functioning of the Agency have been ignored, adding that the same irregularities of the Agency are repeated in European Commission reports even in 2018”, says the second decision Calxo.com.
Another reason for Hajdari's suspension is the farmers' complaints, which according to the decision have been exercised one by one in the AZHB and have been rejected contrary to legislation in power.
Callo.com has also sent questions to the Ministry of Agriculture, Forestry and Rural Development, but until the publication of this article we have received no answers.
