Enormous Session for Mitrovica Union

Reasoning on the call of this session mentions the situation created following the resignation of the North Mitrovica municipality chairman and the warning of the extinction of all Kosovo institutions in the northern part of Mitrovica, and the fact that the management of local government under the Law for Local Self-government of Kosovo no longer exists, and citizens remain at the mercy of fate and without needed services for life.
South Mitrovica's Municipal Assembly head proposes that the Assembly of the municipality draw a conclusion under which the initiative to change the Law for administrative borders of municipalities is proposed, with the aim of uniting Mitrovica.
This suggests that the Kosovo Government initiates the procedure for changing the Law on administrative borders of municipalities, where, at Article 3, paragraph 3, the text will be deleted: “Kufi in between the Northern Mitrovica municipality and the South Mitrovica municipality will be the designated line that will pass through the cadastral area of Suhodol”.
It is also proposed that, in Article 5, paragraph 2, the sentence be deleted: “except for the Mitrovica municipality”, while the next text remains, as well as in the editorial number 29 to be met with “Mitrovica municipality with the headquarters in Mitrovica”.
In Article 5, the paragraph 4 “is proposed to be hidden in the current municipality of Mitrovica, two municipalities in northern Mitrovica and South Mitrovica, with cadastral areas listed in this law, and with their headquarters in Mitrovica”.
Yes, it is thus proposed to hide Article four in all, where it writes that the North Mitrovica “communa and the South Mitrovica municipality form a Joint functional Bord. The board will develop functional co-operation in the spheres of the municipalities' personal competencies. The board will consist of 11 members, with five elected representatives from each municipality and an international representative elected by the PCN, who heads the Board. The representative, elected by the PCN, will head the Board”.
Furthermore, the annulment of Article eight as a whole is proposed, in which it is said that “The Joint Functional Board is constitutionalised within a specific deadline after the framework of the municipal congregations of the respective municipalities, and will develop functional co-operation under the municipal agreement. In the event that the Board is not constitutionalised within a certain deadline, the board's chairman exercises the assigned functions in Article 2 of Article 7 of this law until the Constitution of the Board”.
Otherwise, South Mitrovica Mayor Agim Bahtiri has asked the Kosovo government to abolish the decision to split Mitrovica into two municipalities and reunify the city, following the northern part's decision to cut off communication with the Republic of Kosovo.
“Requesting from the Kosovo government to undertake all necessary legal actions, to immediately abolish the Mitrovica division decision in two municipalities. The town of Mitrovica now needs to be done with a municipality, as always has been, where in this situation I would be chairman of united Mitrovica”, Bahtiri wrote.
