Shasha: Visas are neither drawn in 2019

The decision by the Council of Ministers and the European Parliament for abolishing visas for Kosovo is impossible to complete by the end of this year. Even this decision will hardly happen in 2019. This is because, according to Demush Shasha, former secretary at the Ministry of Integration, next year it will [...]

That will, according to Demus Shasha, former secretary to the ministry of integration, in the coming year will be changed the leadership of the EU presidency, as well as intensifying preparations for parliamentary elections.

Shasha, in a proposal for Online Economics, said there are small likelihood that the visa liberalisation decision will occur this year. On the contrary, according to him, it is not known how long this process will take after 2019.

We do not see at this moment any real possibility to make the positive decision by the end of the year for visa liberalisation for Kosovo. We are almost entering the final days of time to allow such decision-making, which means it is really impossible for the Council and Parliament to agree during the next few days on decision-making until the end of the year regarding the completion of regulations. After this year and the new entry in 2019, things will be complicated greatly due to the change of presidency in the European Union to the EU Council of Ministers, but also because with the beginning of 2019, preparations for parliamentary elections in the EU” will be intensified, Shasha added.

The reluctance of France, Germany and the Netherlands to vote for visa liberalisation for Kosovo's citizens, Shasha, who is also one of the founders of the Kosovo Institute for European Policy (EPIK), has argued with the failure to conclude jobs by Kosovo institutions.

“We like Kosovo are not giving even the best examples in the fight against organised crime and corruption, whether it be the veterans' case or political leaders' statements about the prosecutor's work, or even the entire veterans' case. The fact that we still out of 30 cases that have been targeted within the war on organised crime and corruption still have no single high profile cases convicted on the final scale of corruption”, Shasha concluded.

He has criticised the government led by Ramush Haradinaj even for failing to implement obligations stemming from the Stabilisation and Association Agreement (MSA) and from the Agency for European Reform (ERA), EO reports.

“We as institutions have managed to implement only 13% of the obligations added question what we can now ask from the EU when our homework has not been completed”.

This current Government has come to rule with the motto of major decisions, and what we're seeing today is that this government is not able to implement the Stabilisation and Association Agreement at the level that is being required by EU institutions”.
