The Coalition of NGOs for Child Protection ( KOMF) has discussed and addressed recommendations released by the Children's Protection Index.
The recommendations coming from this report are: Good governance specifys the merger of co-ordinating mechanisms for protecting children at the local level in a mechanism; Stop violence against children, sexual exploitation, trafficking; Family housing for children without parental care and especially emphasis on protecting children's rights with special needs.
The Child Protection Index is an independent mechanism of civil society for measuring reforms of each country in the field of child protection in line with the UN Convention on Child Rights.
The index points out that Kosovo has a huge gap between adopted legislation and its implementation. It is expected that the government, municipalities, donors and members of civil society can use recommendations from the Index on increasing service delivery, institutional capacity, co-ordination and accountability, to close the gap between legislation and its implementation.
MP Arbury Nagavci, who was present, said even though the legislature for child rights protection is good, implementation in practice is not happening.
The “E has also testified that the legislature and the legal framework are good and comparable to the countries of the European Union and very well regulates these issues, but implementation allows for desired. I think the findings from the Index are very concrete and it takes commitment to make it possible to improve the lives of children with special needs, Nagavci said.
While, Lulavere Kadriu from the Division for Education of Children with Special Needs at the Ministry of Education said they are required to improve capacities at the Education Faculty.
What we are asked to do most is to reinforce as much of the capacity of the Education Faculty as possible, so that we can prepare teachers because the difficulty in learning comes not only from limited skills but also from many other factors, Kadriu said.
