Kosovo municipalities have fulfilled 67 per cent of the obligations stemming from the Stabilisation and Association Agreement, but not even the national level, where only 12 per cent has been fulfilled so far.
So said in the presentation of the report “The implementation of the SAA on the municipal level, and the challenges in the seven larger municipalities --” -- to realise the GAP institute, where the blame for the central level was said it is the opposition that is not contributing to the adoption of laws, while for the local level which is uncoordinated -- was said to be insufficient human and budgetary capacities.
Parliamentary Commission for European Integration Chairman Blerta Deliu said the SAA is the most serious contract between the EU and Kosovo.
“We are in an extremely important and challenging phase, you know that recently the Assembly is facing a bad situation because of the inability to adopt laws because of the opposition blockade, which in a sense is giving poor signals, not only in the process of visa liberalisation, but also in the implementation of the MSA because the most fair reference is to a number of laws that we should end up as a place to complete this process and for concrete results, it has said.
