Kosovo Assembly deputies' income for a month exceeded 2,000 euros. Not rarely, however, they only sign on the turnout list and do not stay in the plenary session, often not even the quorum. Representatives of civil society in Kosovo are saying MPs should be sanctioned for these actions. Meanwhile, the Assembly institution says the time of staying in the hall is in the will of MPs.

Even this Kosovo Parliament legislature is facing the absence of deputies in the shed hall.

Not often, laws and bills are postponed to the next meeting, since MPs release the hall. And the work was abandoned not only by MPs from opposition parties but also by those in power.

This, Artan Murati from the Kosovo Democratic Institute, calls it anomalies and, according to him, MPs who do not participate in the work of the Parliament, but only signed, would have to be penalised.

Murati: MPs not participating in the session must be penalised

The only thing that could be prevented is that the deputies who come signed and don't participate in the work of the Parliament would have to be penalised at least with the removal of the wages, because this would probably be one of the first points that would probably be intended to discipline any MPs in this regard. We even during working groups for the new decision on the work of the Assembly, we have consistently called for sanctions against MPs, but there is no high seriousness from parliamentary groups to take into account these proposals, as they do not want to punish themselves”, he says.

While Rasim Alija from the D4D says the work of the Kosovo Assembly has been degraded and currently the Assembly is not the place where laws are considered and adopted.

Alija: The work of the Parliament has degraded

The “is a problem inherited from past legislatures, but neither did this legislature. It has now deigned the whole Assembly's work in other roles where the Parliament at least is where the laws are considered and adopted and other legal initiatives are made aimed at regulating governance in general, most of which the Assembly is exploited for the benefit of the profession taking into account the high wages that MPs receive and participation in commissions, above all parts of the benefit of participation in Kosovo's Assembly sessions without being present, without contributing to which they are selected by the citizens of the Republic of Kosovo, this is the reality which we now have the conversion to Kosovo where it uses to take advantage, he says.

According to him, political culture must change, and the responsibility of each MP.

Kosova Prees has asked the Kosovo Assembly whether he intends to take measures on these cases.

“The MP's participation is forwarded through signing. The time of staying in the hall is in the will of MP/te”, says the Parliament's response.

In the Republic of Kosovo, where monthly salaries range from 130 to over 400 euros, Kosovo Assembly deputies continue to have five times the average salary in the country.

Kosovo, out of the war that 19 years faces high poverty and unemployment rates.

In fact, unemployment rates have reached more than 26 percent, while there is no economic growth higher than 4 percent for several years.

120 deputies from the Kosovo Republic Assembly, in addition to the monthly salary of about 1500 euros a month, also enjoy additional material rights for any of their activities. They receive 240 euros for two monthly sessions.

They earn additional 160 euros even for participation in parliamentary commission meetings.

The problem with non-participation in the hearings, Murati from KDI says it could be resolved easily, but the political will of parliamentary groups is lacking.

Murati: The problem could be solved through the Parliament's regulation

This could easily be adjusted to the work of the House Rules, which has passed on to the first reading. There is still a possibility that new articles will be adopted and arranged in detail. Even by law it could be regulated, but it's the easiest way to regulate it through the decision of the Parliament's work, since it's already in procedure, but it needs political will from parliamentary groups”, he says.

The regulation of the Republic of Kosovo's Parliament shows that in addition to the right of material compensation in monthly income, MPs have the right to cover their residence spending and travel within and outside the country on official duty.

Then, additional incomes for participation in the Assembly hearings and Commissions and coverage of phone and oil derivatives./G. The tent.
