Albana Rexha, a researcher at GSJP, has said their results show that institutions have not fulfilled the obligations derived from the SAA plan enough. According to her, lack of consensus, the topic of dialogue, not political stability and other factors, have slowed the process of fulfilling the SAA plan.
And Nymza Doctor, official for projects in this organization, said that according to this report, the problem with institutions lies in adopting laws. The doctor said that of the 21 SAA laws for this six-month period, none of them have been adopted.
For the past year, however, the doctor said that the poor performance has been the electoral system. According to her, the SAA continues to remain one of Kosovo's biggest challenges towards the EU.
The results from this assessment are part of the process of monitoring the work of the institutions of the Republic of Kosovo in fulfilling obligations issued by the SAA, monitored by the Group for Jury and Political Studies. The results from this monitoring have been collected from 2016 to the first quarter of 2018.
