The organisation of the War Veterans of the former Kosovo Liberation Army has asked Kosovo institutions for the veterans' status issue to become zero.

Directors of the organisation say this must be done in order to clear up everything and remove suspicions about fraud veterans.

The chairman of the War Veterans of the former Kosovo Liberation Army, Hysni Gucati, told Radio Free Europe, now of the created state, the best possible now is for the process to verify veterans to take place one more time from scratch.

“The Venterians don't need to apply again, because the apps are inside and they are near the Office of the Prime Minister and we can work. If the amnesty law is made, it is a time it will give 60 or 90 days to deliver certificates from those who do not feel themselves veterans and who have erred in applying. It is good to deliver those certificates, and as those certificates are delivered, they are removed from the lists and we have much less work left to reach the exact number of veterans”, Gucati said.

He said he has been asked by Kosovo institutions to become an amnesty law for those suspected persons, and, as he said, so far on the issue have the support of Kosovo President Hashim Thaci.

“I think that with the good will and the work Kosovo institutions will do, this issue will be resolved very soon”, he said.

President Thaci, who said OVL representatives have asked him to exercise his authority to submit this process to re-evaluation, “said this is the only possibility of overcoming multiple irregularities”.

Gucati said it's true and everyone knows there's an awful lot of veterans' lists.

On the other hand, in the Government of Kosovo, it is impossible for the veterans' status process to become zero. Kosovo Prime Minister Gazmend Syla's political adviser, at the same time director of the Office for War categories, told Radio Free Europe that while there is an indictment that is in the hands of justice, no other decision can be taken. According to him, the court now owns the entire file.

Without making a decision they [judge], we can't determine what will happen next. It means, we expect a court ruling, then after that court ruling let's see what happens next. But, at the moment we are waiting for the court to carry out its affairs and we will never intervene in justice at”, Syla said.

As far as the proposal for the adoption of an amnesty law is concerned, Syla thinks something like this is impossible and delayed.

I legally think there's no time now because this was supposed to happen before the indictment arose. Now it means we went through that phase when an amnesty was required. It means that this has had to happen before the indictment arises, to require an amnesty of all those who have gained illegal status and to grant an amnesty to them. They too would have to return certificates if they received them without merit, dishonesty, or various forms. But now I believe that phase has passed. The court is handling the case, and now we cannot go back. I think that legally this is now impossible to happen”, Syla said.

Kosovo's Parliamentary Commission member Sami Kurteshi, of the Vetevendosje Movement, said this is now being sought by the Former Kosovo Liberation Army Veterans' Organisation is meaningless and a game, as he put it, dangerous. He even says that this idea supported by President Thaci also concerns mutual criticism between the president and the prime minister.

Each person who is falsely on the veterans' list is actually considered to have deceived the public and stolen or stolen public means. So I think even this game of an amnesty law for those people is actually a very dangerous game. Anyone who wants to amnist a thief who has cheated has taken public means, money, pension, employment or privileges”, Kurteshi said.

Kurteshi also points out that this initiative is another next attempt to intervene in the justice system.

“We really are an attempt to change in justice once again, as all these governments” have done now and 20 years, Kurteshi said.

In the growth of the lists, according to Gucatt, not only has the military hierarchy affected but politics as well.

We know that mistakes have been made and that's why I'm looking for a zero return and finding the real correct number of veterans. We ask another kid that knows he's got a hard-on. In the insult of the lists is politics, it is not only the military hierarchy”, Gucati said.

Earlier, the KLA's OVL had reacted after publishing several lists of false veterans, published by some media, saying that many former fighters who fought under the KLA's emblem are also part of the list.

The KLA's OVL has expressed disappointment over how the prosecution has made such mistakes, demanding immediate improvement of the lists.

The Special Prosecutor of the Republic of Kosovo has earlier announced that “has filed an indictment, which he has submitted to the Constitutional Court in Pristina against 12 defendants, for the subject known in the opinion as the UN, in the direction of the criminal offence of office or official authority”.

Protest in Pristina, where chief prosecutor Alexander Lumezi has been requested after the resignation of Prosecutor Elez Blakaj, who has investigated the case known as “Vjetrans”

On the other hand, the Constitutional Court in Pristina has revealed that the indictment in the case of the false “SETimes” has been returned to the Special Prosecutor of the Republic of Kosovo for fulfillment and clarification.

Kosovo's Special Prosecutor, from the evidence provided so far, has proven that by illegal payments to war veterans of his own h - The KLA, the budget of the Republic of Kosovo, has been damaged in the amount of over 68m euros.

State prosecutor Alexander Lumez has said that the number of illegal beneficiaries from this category could be as many as 19 thousand.
