To avoid repeating the process, the European mission for rule of law has appointed Judge Vladimir Micila, who is also on the Special Court's list of judges.

Some of the sessions specified in the case “Toka”, in which aside from Azem Syla, 38 other people for organised crime were tried, had been cancelled pending completion of the panel.
