The head of the auto registration sector, Xhavit Gubetini, says that this decision does not have a certain deadline, and in the next few days, the influx of citizens is expected to be even greater.
The new vehicle law sets out registration procedures, along with some changes in it. One of them is the decision to forgive fines because of delays in the case of vehicle registration.
Record Sector leader Xhavit Gubetini told Radio Kosovo that this decision is being implemented and that it is not limited to time.
“All citizens who have unregistered vehicles that have been away for a long time do not pay taxes and fines”, he said.
Gubetin explains that Article 44 of the automotive law has entered into force in January this year and prohibits the import of vehicles older than 10 years and that they must meet the euro4 standard. He added that there are also procedures on changing the owner of the vehicle.
The procedure was that it was both technical control and registration, but now with Article 63 in case of vehicle trading the old owner has to unscramble the vehicle and the new owner has to register it by paying all taxes”, Gubetin said.
As for these new procedures, drivers' leaders say they didn't have any problems recording or changing the owner's vehicle.
Tools collected by registration taxes go to the country's budget, while insurance companies receive them.
Fatos Krasniqi, officials in the Sigal Company, says that according to procedures the remaining security means are returned to the preliminary owner.
When the change of vehicle owner is made if there are remaining insurance terms, the old owner who has been on security”, he says.
The decision to register all kinds of vehicles without paying fines has so far resulted in over 8 thousand registered vehicles.
