Since 2013 the payments for the contributions of teachers of the 1990s, of the time when they worked under almost complete illegalty and danger conditions by the Serbian dictatorial regime, have been dragging down without finding a concrete solution yet. The Express reports that a commission, consisting of representatives of the SBASK, the Ministry of Education and Finance, has reached agreement and the finalised bill is expected to be forwarded to Government this week, to be then sent to the Assembly.
Today, it was made known for Express Nundman Jasharaj, chairman of the United Education, Science and Culture Union, which vowed that a solution can finally be found.
“We are in the latest commitments regarding the draft Law on the status of teachers of the Republic of Kosovo for the 1990s, and it is more likely that this law will finally go to Government this week and spend the same week in parliament”, He said.
Jasharaj has announced that today they have also talked with members of August, and are already waiting only for the Ministry of Finance to sign the budgetary burden.
We have daily contacts with the Ministry of Education and today we have talked and it is expected that the Ministry of Finance, which has been hired because we have worked on the commission together, give the go-ahead, sign for the budget load, and today, eventually tomorrow, the Ministry of Education will take this bill to Government and we are sure the Government will approve and send it to Parliament<18x1>, He added.
Initially this law was forwarded to the government, but it was returned with the argument that the required budgetary costs were high.
Former Education Minister Edsim Bajrami had formed a commission to work on reaching an agreement and on the final text of this law.
The “has been constantly worked and the deal has finally been reached. In the last part of last year, the dispute has remained on the budget and then the definition agreement and final text” has been reached. Jasharaj stressed in the Express statement.
He estimates that this is a big achievement, as they are owed to all those who have worked under conditions of occupation in the 1990s.
In 2013 the SBASK had collected over 20,000 signatures addressed to the Convention of the Time to recognise the contributions of teachers of the educational system that were held in the homes in 1989-1999.
On January 6, 2016, the Kosovo government approved the decision to recognise the experience of work for these educators.
Likely, all budgetary obstacles have already been overcome and the solution for the status of Albanian education workers of the Republic of Kosovo since the 1990 - 1999 school year will be reached.
