On January 29, 1999, the Contact Group, met in London at the Lancaster House Palace near the Royal Palace St. James, appeared with the historic Declaration of Conference in Rambouille, and adopted the non-negotiable principles on which the transition agreement for Kosovo should be built.
The Council of January 30th NATO renewed the decision made in October of last year, thus setting a diplomatic framework for the Conference.

Based on chapter V II of the UN Charter, worsening the situation in Kosovo was described as risk for peace and security in the region. Russian Foreign Minister Ivanov also voted in favour of Resolution 1199, meaning a withdrawal from her strong position in Belgrade's favour.
Before public opinion, as an excuse the Russians will stress that this resolution will serve as an impulse for direct dialogue between Belgrade and Kosovo.
