Serbian List: There's a will to form association, it'll start soon.

Formation of the Association or Community of Serb Majority continues to be the top priority of the Serbian List, but such is also a duty for Kosovo institutions, which have emerged from the dialogue agreement with Serbia in Brussels, the representatives of the Serbian List. Igor Simun, deputy of the Serbian List in the Kosovo Assembly and spokesperson for this political subject, tells Rel that there is already a good will for forming the Association of Serb majority municipalities, not only within the Serbian List, but also according to him to representatives of the international community in Kosovo.
However, as he says, although forming association will start soon, there is still no precise date when this process can begin.
“generally, we still don't have the date when this process can start. I can say that forming the Community of Serbian municipalities, as a climactic institution, is the process and not just a moment when you can say we will form it and that's it. This is a process that will take time. But the important thing is that this is the obligation that has come out of the agreement, and this is not the imposed agreement, but reached by the negotiating teams. Any delay in what they're all agreed on is insincere”, Simay said.
On the other hand, Kosovo Prime Minister Ramush Haradinaj, days ago, has suggested that the Association of Serb majority municipalities shall be formed but only in accordance with the Kosovo Constitution and the Kosovo Constitutional Court decision.
The latter, on December 23, 2015, had estimated that some of the general principles of the Association Agreement, dated August 25th 2015, were out of harmony with the Constitution of Kosovo and that these principles should be in accordance with the constitutional standards of the Republic of Kosovo. The association of Serb majority municipalities stems from the First Parations Agreement for normalisation of relations between Kosovo and Serbia, reached in Brussels on April 19th 2013.
As enemies say the Serbian List will insist that the formation of association be made under the 2013 agreement.
The position of the Serbian List is for the Serb municipal community to be formed just as reconciliation has increased in Brussels. I can tell you, as well as the lawyer, that the Constitution of Kosovo says the agreements that have international character, as Kosovo is treating them, as well as that they are ratified by the Parliament, they have greater legal power than the Constitutional Court of Kosovo itself, and it is further abandoned by the Constitutional Court's decision”, S individual said.
But, the connoisseur of the political developments -- Randjel Nojrik, former Kosovo Assembly deputies from the ranks of the Serb community -- has said that the Brussels agreement clearly states that the association will be formed under the Kosovo Constitution, on its own, according to its laws. This agreement, he says, also appears on the website of the Office for Kosovo of the Government of Serbia.
But, according to him, the problem has been created due to various interpretations, between what the Constitutional Court of Kosovo says and what official Belgrade and the Serbian List say.
“Aty writes quite clearly that the Serb municipal community will be in line with Kosovo laws and in accordance with the Kosovo Constitution. The problem, therefore, is that this fact is being ignored, while this same fact is very important and should not be ignored. If these facts are so, then the Serbian List does not have much room here for manipulation”, Nokjic said.
He has expressed the opinion that the contents of the Agreement on the formation of Association should be clarified for opinion, while that the Serbian List and the Government of Kosovo would have to sit down and talk about remarks the Constitutional Court has given regarding forming association.
