Secret Documents: In third month of Trump presidency, Putin made a proposal

In the third month of Donald Trump's presidency, Russian President Vladimir Putin sent one of his diplomats to the State Department to make a bold proposal: the full normalisation of relations between the United States and Russia in all key branches of the government. The proposal, described in a detailed document, called for the large restoration of diplomatic, military and intelligence channels between the two countries following Russia's military interventions in Ukraine and Syria.
The broad extent of the Kremlin's relaunchation plan came with an ambitious date for its launch -- immediately.
In April, a senior Russian cyber official, Andrey Krutskikh, would meet with his American counterpart for consultations on “information security”, the document proposed. By May, the two countries would hold special “consumptions of war in Afghanistan, Iran's nuclear agreement, “situte in Ukraine” and efforts to eliminate nuclear weapons at “Gadilin Korea”.
And while Putin and Trump were to hold their first meeting, the CIA leaders, the FBI, the National Security Council and the Pentagon would meet face-to-face with their Russian counterparts to discuss areas of mutual interest.
To date, only a very small portion of the proposed meetings have occurred, and many of the formalised talks do not appear to happen when you see that both the US and Russia are in a race to expel each other's diplomats.
