Kosovo sʹi removes banners without knowing all EU countries

Funsota, has been named after Kosovo on the basis of a dialogue agreement with Serbia in Brussels, to enable Kosovo's representation in regional conferences and initiatives, but also the wider international level.

Edita Tahiri, former head of Kosovo's negotiating team, within the dialogue with Serbia in Brussels, tells Radio Free Europe that the banners have not been anything new for Kosovo, because, according to her, by 2011, when she started dialogue on technical issues with Serbia, Kosovo has introduced “under UN Resolution 12 44,”.

Kosovo's position, according to Tahiri, has advanced in the Brussels dialogue, its presentation with Resolution 1244 has added to the International Court of Justice ruling, which recognises the legitimacy of the declaration of independence.

Why did you have to get away with the banner? Because we have five EU countries that do not recognise us and Kosovo's path to the European Union would be blocked. These five countries that have not recognised us would not vote for Kosovo's progress, namely, would not vote for the SAA (the Stabilisation and Association Agreement), which they voted for. At the moment when these five countries will recognise Kosovo, the banners are removed because Kosovo will no longer have integration problems in the European Union. Now, (Funota) has come out of dialogue and someone links it to Serbia. Serbia is not a member of the European Union and has not been able to prevent Kosovo”.

Politologist Belul Beqaj, professor of Political Sciences, speaking of Radio Free Europe, estimates that for Kosovo, currently, more important is, as he says, to make movement with restraint, rather than insist on the issue of symbols, including the census.

“At the acute moment, when reports between Serbia and Kosovo are defined, as well as Kosovo and the EU, more important than the removal of symbols, symbols, which are obstacles to recognition of the independent state, is the start of reviewing the container aspect, separately from the states, which have been a cause for the deployment of the” census.

However, Tahiri stresses that even without the recognition of five European Union countries, Kosovo can in many cases be introduced without introductions to various international mechanisms and organisations.

In cases where the majority of (member states) for Kosovo membership is provided in international organisations, there is no need for the currency. We have the case of Kosovo Customs membership in International Customs. Since the necessary majority has been secured, with their regulations, for membership, there is no need. So, everywhere we provide most of them and that majority doesn't condition on this input, then the input doesn't owe you”, Tahiri points out.

Politologist Beqaj estimates that Kosovo should approach European Union assessments concerning the achievements of dialogue with Serbia and therefore the possibilities for reviewing the foreign policies of five EU countries that have not yet recognised Kosovo's independence.

When there is progress with Serbia, why not make progress with the other five (EU) countries. Let the topic of beginning to review the foreign policies of the concrete states of the five that have not recognised Kosovo. For example, I'm sure Greece can do this. I'm sure even Romania. When it comes to Spain, which has its problem of why there's no consensus for this job, well, if there's only one place left, I think it's going to be this matter pretty much over-worked”.

The accession agreement was reached on February 24th 2012 in Brussels in the dialogue between Pristina and Belgrade.

It implies the position of the parties against Kosovo's status, respectively, Serbia's position in line with Resolution 12 44 and Kosovo's position based on the opinion of the International Court of Justice for the Declaration of Independence of Kosovo.
