That is because decisions made after 1999 by courts that Kosovo has considered illegal will not be rejected with automatism. A special commission consisting of Serbs and Albanians will be established for their verification and compliance.
The formation of this commission so far has been kept secret by government officials involved in the Brussels dialogue, who have never shown how to deal with those decisions, which have been pronounced after February 2008, when Kosovo declared independence
