The situation created at the Kosovo Assembly Constitution session, according to them, has its source in the electoral system, which is estimated to have enabled neither party or coalition to win a parliamentary majority.
Based on election results, forming proposal for Parliament Speaker, and forming Government belongs to coalition between the Democratic Party of Kosovo, Alliance for the Future of Kosovo and Initiative for Kosovo, known as coalition PAN, as the winning subject.
Imer Mushkolaj, political affairs analyst, told Radio Free Europe that the whole situation that occurred at the constitutional session has been expected.
He says despite coalition officials' statements If they have numbers, the facts indicate otherwise.
The start of the new Kosovo Assembly legislature's work was also marked by the beginning of a crisis, in the sense that it was two months of time, and the winning coalition of elections seems to have no numbers to elect the mayor, and therefore to pave the way for the creation of the” Government.
The “actually today at the session we saw an irresponsibleness of PDK and AAK deputies, who did not come at the right time to the Assembly, and then when they came in the news that they needed another two hours to continue consultations”, Mushkolaj says.
On the other hand, Arben Qirez, political affairs analyst, in a proposal for Radio Free Europe says the situation created in the Kosovo Assembly was chaotic.
“This shows the situation in Kosovo, which stems from Kosovo's electoral system, which has not enabled either of the pre-election parties to win a parliamentary majority, to enable the election of personalities at certain positions”.
“This is also the result of the absurd decisions of the 2014 Constitutional Court, which has brought them and will continue to bring large-headed Kosovo into functioning its political system. On the other hand, I don't think closing the session was supposed to happen either.
Crees adds that all this created situation can lead to extraordinary elections.
Meanwhile, some citizens surveyed by Radio Free Europe express concern about the situation created in the Kosovo Assembly.
Hasan Selimi, pensioner, says he is not confident that the heads of institutions are doing their best for citizens.
Kosovo's “parties are working only for themselves and not for citizens. They are buying MPs' votes for their own interests. The people are voting them, then facing major problems”, he says.
Meanwhile, Naim Haliti, a citizen from Pristina, says the situation in Kosovo must change.
I would have wanted something to happen. I don't know what to say. If the country's institutions can be formed, the issues it would have to deal with are education, health and many other issues, I think something must be changed”, Haliti says.
Unless a solution is found to vote Kosovo coalition's parliamentary candidate PAN and TE pave the way for forming the government, Mushkolaj says extraordinary elections are inevitable.
“remains The PAN to find solutions, given that the statements of the Vetevendosje Movement and the LAA coalition are clear, they will not vote Kadri Veselin for chairman. The PAN should take the first step to discuss with LDK deputies, AKR, Alternative and VV in order to agree on another candidate's vote and the constitution, and then proceed within the constitutional and legal deadline even for the creation of the” Government, Muskolaj points out.
