Monday's decision by incumbent Prime Minister Isa Mustafa to appoint four new ministers instead of those who became deputies, civil society is considering it unnecessary.
According to Albert Krasniqi from KDI, the elected parliamentary ministers could hold their positions until the assembly's constitutionalisation.
Also considered a luxury government, the decision to appoint them Krasniqi considers it to be a burden to the state budget.
Analyst Krenar Shala does not see their financial compensation as problematic as the failure of government ministers.
However, such a decision has protected Sokol Havolli, the chief of Mustaf's cabinet, which Krasniqi's consisting has called it wrong, KTV reports.
Havolli, in terms of their compensation, has said this will not constitute additional costs, since the appointed ones had positions in the cabinet.
The incumbent Prime Minister, Isa Mustafa, on Monday, appointed Agim Krasniqi instead of Avdullah Hot, Vlora Dungosh instead of Cameron Shala, Hanef Muharremi instead of Lutfi Zhark and Safet Kaber instead of Arba.
However, this may not be the last decision by the incumbent prime minister in office, as one of the former ministers -- now PDK deputy Enver Hoxhaj -- has declared this issue to be raised to the prime minister.
Besides Hoxhaj, from the PDK, to the same position is Memli Krasniqi, who led the Ministry of Agriculture.
In March 2005, then Prime Minister Ramush Haradinaj had made a decision to compensate former ministers and ministers until 1 year after the mandate ends, if they do not have another source of income.
Such a decision was easily modified in 2007 by Prime Minister Agim Ceku, while incumbent Prime Minister Isa Mustafa had modified it in 2015, cutting it from 1 year to 6 months in the length of compensation for deputy ministers, who receive 70 % of the last salary.
